A few weeks ago, I had a 4-day training in Cebu City and I stayed at Center Suites located at North Escario Street.
It was a small hotel located inside Gonzales Compound which is around a 30 second walk from the main road by foot. The taxi driver actually had a hard time locating the hotel when I arrived in Cebu. Good thing Google Maps exists. Genius work by the way!
So here are a few super amateur snapshots of the place from my Iphone.

Good points: my stay was good. Staff was really nice and very respectful. They never failed to greet the guests upon arrival and upon leaving. Another good point about the hotel is that rooms are comfy, well at least the room I stayed in was comfortable.
Some low points: They didn't change my towel everyday and they only provided soap. No shampoo, conditioner and all. And they didn't replenish this every day as well. Taxi drivers have a hard time looking for the place unless you get the ones that use GRABTAXI app then the map actually helps them locate the hotel.
Do I recommend this hotel? Yes. It's still a yes because not only is it budget friendly and provides breakfast but service is really good. Until next time, Center Suites.
